A survey of physical structures needs was distributed to all authorities for examining the need to establish various structures for daycare for people with intellectual developmental disabilities (IDD). In the survey, senior representatives of the authorities were asked to indicate the degree of necessity of 5 structures for them: day center, multi-disability center, care center for retirees, rehabilitation daycare, and social club for graduates. The degree of response to the survey was relatively high, as was the degree of representative of authorities from different populations – different types of authorities, different types of companies (Jewish and Arabic), and from different districts.

The survey indicated a significant need for local authorities in day care centers and adult care, and also reflected the plight of the authorities in this area, especially in the small authorities. The survey findings mostly support the budget plan that Keren Shalem offers, in terms of the authorities’ priorities, with day centers and rehabilitative dormitories receiving most of the attention and resources. A surprising figure emerged in this survey in the context of the authorities’ need for social clubs.
